In the rain, Life orb damage really doesn't matter near as much because of Rain dish for him, and he has the bulk to set up agility, then sweep. Surf is STAB, boosted by rain. Hurricane is STAB, boosted accuracy by rain. Ice Beam is coverage.

Sassy Nature (+SDef, -Spd)

- Roost
- Stockpile

StockPile is for defenses, a poor man's Cosmic Power once said by DT. Surf is STAB and rain boosted, while Hurricane is STAB, rain increases accuracy, and it has a good confusion chance! Roost + Leftovers + Rain Dish is hard to beat as far as recovery.

Overall, this bird gets tons of boosted stuff in the rain! Increased acc STAB, increased power STAB, Rain ability! Yayz!
